CITY COUNCIL MEETING
1. Roll Call – Bangert absent.
2. Public Forum – 15 Minutes (3 min/person)
Jeannie Vanda – Bond Counsel spoke about the opportunities for financing the General Obligation Water Bonds. Banda described the Build America Bonds, part of the Federal Stimulus Package:
- Issuers can utilized for same purposes as tax-exempt bonds
- Taxable bonds, subject to 35% tax credit to investor or payment to issuer
- Issuer files for payment of tax credit semi-annually–due on interest payment dates
- Authority to issue limited to period ending 2010.
Build America Bonds are designed for very long term bonds. Forecasted savings by using BAB versus Tax-Exempt is estimated as a wash. The possibility exists for using Tax-Exempt for the first 10 years and BAB for the last 10 years for a potential savings of about $100,000.
Banda suggested that this might not be such a good plan in that Wayzata’s bonds are aggressively sought, and is recommending not using BAB.
Judy Summers – 130 Glenbrook Road. Stated she is a 33 year resident, and is concerned about the proximity of the American Legion smoking area and canopy which is 50 feet from her home. Respectfully requests that the City help communicate with the Legion about the smoking section. Mayor Willcox indicated that there are nuisance laws that would prohibit these activities.
Joe MacQuast – Maple Plain. Chairman of Legion, indicated he is willing to work with the City in meeting this request.
John Paul Yates – from Congressmen Erik Paulson’s Office. Offerred assistance for navigating the funding issues. Immigration, Passport, and Tax issues can be addressed from a citizen standpoint as well. Contact info is as follows: 952-405-8510 / 202-335-2871 www.paulsen.gov.
Craig Olliver was not present but expressed his concern about budget cuts and not wanting the police budget not be cut.
3. Approval of Minutes: Minutes of April 7, 2009
Board of Appeals Minutes – Approved.
City Council Meeting – Approved.
4. NEW BUSINESS
a. 215 Walker Ave. – 24 Month CUP Extension – Chris Hickok
Gadow indicated he did not have any concerns about the 24 versus 12 months. Willcox indicated that the City had not granted any extensions past 18 months. Amdal said he could support the 24 moth extension. Mullin said he could support it so long as each applicant received the same treatment.
Approved.
b. Consider and approve Municipal Licenses
Air Mechanical Inc. – Approved.
5. CITY MANAGER’S REPORT AND DISCUSSION ITEMS
Update on the East neighborhood survey, 44 post cards have been returned, the cut off is the 28th.
Budget – Communications is being discussed. Suspend publication of Wayzata Bay Window. Had previously been reduced in print with a full version online. The Portal will be the only print piece by produced by the City.
