Construction of Water Treatment Facility 3 (WTF 3) began in March, and this month the city is scheduled to have completed the base slabs and done a rough-in of the plumbing and electrical systems. The site is messy, with construction materials piled just inside the fence around it, but it is clear that progress is being made. Construction machines appear poised to begin work again after Memorial weekend.
